I have been serving Sykesville for fourteen years beginning with the Main Street Program in 2011. In 2012, I was appointed to the Historic District Commission. I was elected to the Town Council in 2013. After serving two terms, I was elected Sykesville's first female Mayor in 2021.Only under a strong leader, will Sykesville's next four years be characterized by the stability and partnerships needed for continued prosperity, harmony and forward motion.

For more details, click on the link and it will take you to the town newsletter or other source for more details on the listed accomplishment:FISCAL INTEGRITY<ul><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=316" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Lowered Property Tax</a>: I worked alongside the Town Council to lower Sykesville Property Tax from $0.33 to $0.32 per $100 assessed value in 2025.</li><li>No debt, balanced budget 4 years in a row</li></ul>PUBLIC SAFETY<ul><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=258" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">24 hour police coverage</a>: 10 sworn police officers affording 24 hour coverage</li><li>High Tech Security System: Installation of strategically placed cameras, sensors and alarms</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=272" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Pedestrian sign on Spout Hill Road added for children walking to school: </a>Solar powered beacons were strategically placed on the north and south bound lanes of Spout Hill Road to increase safety for the middle schoolers walking to Sykesville Middle School.</li><li>Investigation of school zone safety: The council voted 6-1 in favor of performing a school zone traffic study in partnership with Sykesville Police Department. A school zone encompasses one square mile radius of Sykesville Middle School.</li></ul>INFRASTRUCTURE<ul><li><a href="https://www.townofsykesville.org/DocumentCenter/View/2759/Minutes---August-9-2021---Mayor-and-Town-Council-Meeting" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Creation of Town Planner position: </a>Council approved this position with the FY2022 budget. Kevin Rubenstein is our Town Planner and began working for the Town in December of 2021. Prior to creation of this position, the Town maintained a contract with an outside agency for planning services.</li><li><a href="https://townofsykesville.org/documentcenter/view/3708" target="_blank" rel="noopener noreferrer nofollow">Repairs to bridges at Millard Cooper Park</a>: The Town was awarded $154,097.00 in grants from Program Open Space (POS) in 2023 through the Maryland Department of Natural Resources for the purposes of repaving a section of the Linear Trail between Oklahoma Ave and Norris Ave and rehabilitating the three largest wooden pedestrian bridges located at the Millard Cooper Park trail</li><li><a href="https://www.facebook.com/townofsykesville/posts/pfbid0cER2hfz1e1HTb1FGWVHUH2CTSdRexDnPVVBT6pfaNcxQFUYm66u4fqVj3gDnjRaNl" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text)">South End Downtown Streetscape</a>: This project involves various improvements to the area of Downtown/ Main Street south of Oklahoma Avenue Improvements include a reconfiguration of the Train Station parking lot, special paving and bollards along a section of Oklahoma Ave., new sidewalks, upgraded crosswalks, and hardscape improvements around the post office, French Twist, Firehouse Creamery, and Patapsco Distilling. This project is scheduled to begin in March 2025.</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=256" target="_blank" rel="noopener noreferrer nofollow">Main Street/MD-851 Infrastructure</a>: Much needed storm water infrastructure improvements were fully funded by State Highway Administration. Sewer lines and water mains were repaired and replaced under Main Street and Springfield Avenue. This was 75-year-old infrastructure that was in desperate shape.</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=269" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">2 million dollar grant</a>: This grant to the Mayor and Town Council of the Town of Sykesville for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements for the Town of Sykesville, including for bridge improvements and a warehouse.</li></ul>PARKS &amp; RECREATION<ul><li><a href="https://townofsykesville.org/ArchiveCenter/ViewFile/Item/316" target="_blank" rel="noopener noreferrer nofollow">Creation of Parks and Recreation Coordinator position</a>: Drew Rittenhouse is the new coordinator. He started in February 2025. Parks and recreation has traditionally been more of a secondary emphasis in our current administrative structure, meaning our volunteer Parks Commission is relied on heavily for the planning and execution of most SPARC events. Though our SPARC volunteers will continue to be relied on, we would like to begin offering more direct administrative support, not only for events, but for our overall park system.</li><li><a href="https://townofsykesville.org/Archive.aspx?ADID=269" target="_blank" rel="noopener noreferrer nofollow">Inauguration of the Splash Pad:</a> In February 2020 Sykesville council members voted unanimously to approve a bid for a new splash pad. The Splash Pad opened in 2022 and has been very popular since then! &nbsp;It is 2,500 square feet and was funded through grant money, money from the sale of the Warfield Complex and Town funding.</li></ul>HISTORIC PRESERVATION<ul><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=308" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Maryland Historic Trust approval of all proposed modifications to the train station</a><a href="https://www.townofsykesville.org/Archive.aspx?ADID=308" target="_blank" rel="noopener noreferrer nofollow">: </a>The Town, as owner of the historic Baldwin Station, has been working with the new leaseholder on how best to modify the building in a way that will increase accessibility and sustain prosperous and long-term restaurant use. Because the Sykesville B &amp; O Railroad Station is protected by the National Register of Historic Places, any physical changes to the interior or exterior of the building require Maryland Historic Trust (MHT) approval.</li><li><a href="https://www.facebook.com/townofsykesville/posts/pfbid02pUPWqzchY7Ja66SHmqPPPLrZb4HhDG456pWacddijcGDQU9jR4muW9JPBqvGXJpkl" target="_blank" rel="noopener noreferrer nofollow">Efforts being taken to reclaim the historic buildings at Warfield: </a>Because the public has consistently expressed their desire for these buildings to be saved so that they can once again serve as a community amenity, the Mayor and Town Council made this decision unanimously.</li><li><a href="https://www.facebook.com/gatehousemuseum/posts/pfbid0KbYX4LYHLMw9iCUiM6nNy3QoeNh9fsi6RAYBhfYcHjtzme4PJBM3VMa4s3U3hCeAl" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Restoration of the front porch on the Gatehouse Museum: </a>Early in 2023, the front porch on the Gate House Museum began showing signs of deterioration. Some of this deterioration was believed to be caused by poor drainage around the structure which has caused wood rot and settling of the porch. The Maryland Historic Trust (MHT) holds an easement on the Gate House Museum building, meaning that they must review and approve all proposed improvements or alterations to the structure outside of minor repair work. Town staff worked with MHT and received approval to make the needed repairs and improvements to the front porch of the Gate House.</li></ul>RECOGNITION &amp; AWARDS<ul><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=296" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text)">Tree City Designation</a>: To qualify as a Tree City USA community, you must meet four standards established by the Arbor Day Foundation and the National Association of State Foresters. These standards were established to ensure that every qualifying community would have a viable tree management program and that no community would be excluded because of size.</li><li><a href="https://www.townofsykesville.org/ArchiveCenter/ViewFile/Item/272" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text)">Great American Main Street Award Semifinalist</a>: I requested a letter of support from Governor Hogan for the Downtown Sykesville Connection’s application to the Great American Main Street Award. Not only did he write the letter, he hand delivered it! His visit provided Sykesville with some very well deserved statewide attention and is certainly one of my favorite mayoral experiences to date.</li><li><a href="https://www.facebook.com/townofsykesville/posts/pfbid055XvCXtomH1wDv3Ewfe2ivW13y1y5PKeRKE1FQRdVthcDdvGUh69Eye1WpZew4Dul" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text-accent-primary)">Sustainable Maryland Certification</a>: An award that recognizes Sykesville's commitment to sustainable practice and environmental stewardship.</li></ul>COMMUNITY ENGAGEMENT<ul><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=290" target="_blank" rel="noopener noreferrer nofollow">New Website with "See, Click, Fix" feature</a>: You can access this tool from the new website’s home page. Simply click on “Report a Concern.” See-Click-Fix is your way to report a pothole, a street sign obstructed by overgrown foliage, a dangerous sidewalk--anything on public property that requires our attention. See it! Click it! We’ll fix it.</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=269" target="_blank" rel="noopener noreferrer nofollow">Citizen Advisory Council</a>: The purpose of the citizen advisory council is to allow for more interaction between residents and the Council. The citizen advisory council in Sykesville is an unofficial committee and have met quarterly in roving town halls which I have publicized on my social media pages.</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=282" target="_blank" rel="noopener noreferrer nofollow">Habitat for Humanity Fill a Truck</a>: A partnership with Habitat for Humanity’s ReStore of Westminster. An effort to keep reusable items out of the land fill and reduce tipping fees during the two bulk trash pick up days the town offers to residents.</li><li><a href="https://www.townofsykesville.org/Archive.aspx?ADID=290" target="_blank" rel="noopener noreferrer nofollow">Pumpkin Drive</a>: A partnership with Hatton Animal Rescue Foundation, an amazing group that homes, fosters and supports senior and special needs animals that would otherwise be left behind and typically deemed unsalvageable or un-adoptable due to their medical conditions and age</li></ul>

I worked alongside the town council to lower Sykesville Property Tax from $0.33 to $0.32 per $100 assessed value in 2025. If a candidate running for council tells you that they will lower the tax rate over the next four years, ask them how.&nbsp;&nbsp;

Campaign Announcement

<h4>I do not support control of zoning and land use being taken from any municipality. To that end, I have been working diligently to advocate for this with the Governor, Maryland Municipal League, The Maryland Mayor's Association, Senator Hester, Senator Ready, and DHCD Secretary Jake Day. Sykesville and South Carroll lack the infrastructure needed to support Warfield's high density housing proposal. Warfield's proposed purely residential development will have a generational impact that I and the town council cannot support and it is inconsistent with the plan for the property contemplated by the original sales contract and in which the State concurred.</h4><img src="https://run.imgix.net/869c77fa-0e27-47d7-ba00-f871ff3f7855/1ff7f7bd-4e47-4b0b-8b16-f07bdb02737e/1ff7f7bd-4e47-4b0b-8b16-f07bdb02737e.jpeg?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C716%2C600&amp;w=1500" alt="" caption="" align="left" alignwidth="40" tiltdirection="left" variant="framed">The Warfield Complex is a historic parcel that was originally meant to be developed as a Planned Employment Center intended to create local jobs, commercial and residential tax base, and amenities for Sykesville Residents. Since 2018, only the residential parcels have been developed. More recently, the developer's intentions are to develop the commercial parcels for purely residential use. Because the developer has been in breach of contract since 2020, by virtue of its failure to repay a $1 million obligation to the Town and later by virtue of its failure to stabilize and preserve the historic structures, the Town has taken steps to find a way back to the original intent of the development. <h3>Timeline of pertinent actions impacting Local Zoning and Land Use Control:</h3>May 2, 2022 Public Hearing on the zoning text amendment request by the developer, Warfield Companies, LLC . The requested amendment would have increased permitted density from two homes per acre to 6.5 homes per acre. Over 125 residents were in attendance and of those who spoke, the majority were not in favor of the change to the zoning. Watch the <a href="https://www.youtube.com/watch?v=DwKuufmrUa8" target="_blank" rel="noopener noreferrer nofollow">hearing</a> here or at the bottom of the page.June 21, 2022 The Mayor and Town Council voted to deny Warfield Companies' request for an amendment to the Planned Employment Center zoning text that would have increased permitted density from two homes per acre to 6.5 homes per acre.MAY 11, 2023 The Town of Sykesville began taking steps to reclaim the historic structures at Warfield. Visit the Town website for the full <a href="https://townofsykesville.org/DocumentCenter/View/3380/Warfield-Historic-Buildings-Press-Release" target="_blank" rel="noopener noreferrer nofollow">Holding Warfield Accountable-Press Release</a>May 25, 2023 The Town filed a breach of contract lawsuit against the developer, Warfield Companies.August 18, 2023 The Warfield Entities filed a meritless counterclaim for "breach of the implied duty of good faith and fair dealing."January 31, 2024 The Town moved to foreclose on the undeveloped parcels due to Warfield Companies' unpaid $1M debt which was due on June 26, 2020.March 26, 2024 Just before the foreclosure sale of the vacant parcels, the five entities owning properties at <a href="https://www.inforuptcy.com/browse-filings/maryland-bankruptcy-court/0:24-bk-12500/bankruptcy-case-warfield-historic-properties-llc-and-warfield-restorations-llc" target="_blank" rel="noopener noreferrer nofollow">Warfield at Historic Sykesville filed for Chapter 11</a> bankruptcy protection. This allowed them to reorganize and "continue operations" while addressing "financial difficulties."As a result of their filing for bankruptcy, all contract litigation proceedings were "stayed" (put on hold).April 6 and April 8, 2024 HB538 &amp; SB434 <a href="https://mgaleg.maryland.gov/2024rs/bills/hb/hb0538e.pdf" target="_blank" rel="noopener noreferrer nofollow">Housing Expansion &amp; Affordability Act</a> passes in the respective chambers. Refer to Section 7-502, page 10, line 23 - page 12, line 21 in the link above. The bill includes language that the developer's believe afford them the right to override the Town's zoning.July 23, 2024 After eight hours of bankruptcy mediation the developers and the Town were unable to reach an agreement.Legal fees Since June 2023 when lawsuit was filed: $423,675. Afforded to the Town in the original sales contract with Warfield Companies, is the recovery of attorneys' fees should we win the case.What's Next? The Town and the developer have agreed to argue its contract litigation claims in bankruptcy court. No date is set yet.

I do not plan to ever neglect historic preservation needs in this town nor do I support selling of any of the historic buildings the town currently owns.When I moved to Sykesville in 2005, it was for the love of an old house at the top of Spout Hill. My wife and I were looking for a historic home and the second we arrived at the open house we knew it was the one. We were signing a contract 2 hours later. There is conflicting information about when the house was built but we know it was built somewhere between 1897 and 1907. The house had good bones and wasn't in bad shape, but it still needed a lot of work. We have spent two decades restoring and renovating and there isn't a thing I would have rather spent my time doing. My love and knowledge of historic preservation has only grown stronger and stronger. Shriver Cannery Building in South Branch Park, The Weigh Station in South Branch Park, The Old Stone House in South Branch Park, The Gatehouse Museum, The Town House, The Historic Colored School House, and The Old Main Line Visitor Center and Post Office.These buildings require the care they deserve, each with their own special story which without, there would be no Sykesville as we know it today. This requires a desire for proper restoration and a deep understanding of what is possible. Both of which I possess. It also requires the belief that financial investment in these historic buildings is both necessary and our responsibility as stewards. After 20 years of restoring an old home, I understand better than anyone how to complete work in phases so that a building doesn't fall into disrepair while staying in budget. I also know how to be creative, position myself in front of people who have answers, and lobby for Sykesville. In October of 2022, the Town of Sykesville was awarded a 2 million dollar capital grant specifically for the adaptive reuse of the B.F. Shriver Cannery building located in South Branch Park. That grant was awarded because I worked for it.

Historic preservation has made our town a destination

I will always support the Main Street Program because it supports the businesses, brings people downtown and enhances tourism to our town. In 2011, I saw a flyer on a utility pole downtown asking for people to attend a meeting that was being held at St. Paul's Church for the "Main Street Association" so I went. You'll see me in the picture below, 15 years younger with the same haircut! I'm proud to remain on that committee today.It has long been said that Main Streets are the "heartbeat of a town" and Sykesville's Main Street is no exception. Our Main Street is second to none. The businesses, property owners and the Downtown Sykesville Connection are a dream team. Of course, the dream team isn't complete without the partnership of the Town of Sykesville or all of us showing up to patronize the small businesses.In my time volunteering with the Main Street Program I have planted flowers, collected cigarette butts, cleaned and painted building facades, sold tickets and poured beer at events, set up tents before events, and collected trash after events. I have also designed the hometown hero banners, worked with various artists for the multiple murals in the downtown district, worked with a historian for the wayfinding signage at the Town House and the train station, and provided historic preservation lectures and tours.In 2023, Sykesville's accredited Main Street Program, The Downtown Sykesville Connection, was recognized by the National Main Street Center as one of the eight highest performing Main Street Programs in the country! Achieving accreditation is not easy. It took Sykesville two attempts from 2008-2012! Keeping accreditation may be even harder because accredited programs require financial support from their respective municipality to be in good standing with their status. I knew this town before we had an accredited Main Street Program and I don't want to know Sykesville like that ever again.

Safety is my #1 priority and will remain my #1 priority. My proven track record:An email I received from a Sykesville Resident in 2023: "We are very proud and have peace of mind to know that these fine police officers support our family &amp; community, and we thank you for your serious support of our dedicated Sykesville Police Force &amp; for your honorable leadership. We appreciate your sincere interest &amp; enthusiasm in recognizing these special folks for the blessing they delivered to our family. We will never forget them &amp; their outstanding service."Recruitment &amp; Retention In my first term, the town council and I supported increasing the total number of officer positions. This allowed for the creation of two divisions within the department, each led by a supervisor. It allows for two officers on duty for all day shifts, which increases safety for the officers on duty and for the residents. It affords our sworn officers the opportunity for promotion which increases recruitment and retention capabilities.Budget &amp; Resources My annual operating budget consistently funds the Sykesville Police Department with three goals in mind: keep the officers and the public safe, provide the resources necessary for high quality service, and promote recruitment and retention.Community Policing Under my leadership our police department has increased its focus on community policing efforts. Community policing focuses on a proactive rather than a reactive response to neighborhood crime by addressing problems at their source. Our officers engage with residents and business owners face to face, building trusting relationships.
